Climate change is real and it is man-made. We have put so many greenhouse gas pollutants into the atmosphere that we will see significant and long-term change that we need to adapt and adjust to. This is important for development practitioners as we invest in ensuring that poverty is reduced and eliminated and the well-being of everyone is improved. Many countries and communities around the world are vulnerable to the impacts of climate change, but developing economies may on one hand be less resilient to the impact, but could on the other hand be in a better position to make their development climate smart by making the most efficient use of their economic resources. The chapters in this book shine a light on the complexity and the multi-dimensional aspects of climate change adaptation. They gather some of the experiences of addressing climate change impacts in a development context. This book was previously published as a special issue of Development in Practice.

The concept of resilience, which originally emerged in psychology, has spread to numerous disciplines and was further developed particularly in social ecology. Resilience experiences an ongoing growing reception in the humanities and historical and social sciences as well, including heterogenic approaches on how to conceptually frame resilience. Common to these approaches is, that resilience becomes topical in the context of analysing phenomena and processes of the ‘resistibility’ of certain (socio-historical) units or actors which are perceived as being faced with various constellations of disruptive change. In this context, resilience is not only taken to mean the opposite of vulnerability, but at the same time, resilience and vulnerability are understood as complementary concepts. From this perspective, vulnerability is a necessary condition of resilience and vice versa. Against this background, the present volume provides a preliminary appraisal of socio-scientific and historical resilience research by assembling contributions of authors originating from different disciplines. Thus, it fosters an interdisciplinary discussion on the theoretical and analytical potentials as well as the empirical applicability of the concept of resilience. In both countries, France and Germany, there is great pressure to change and adapt towards new forms of urbanity and to conceive new strategic approaches with limited public finance and a need for economic efficiency. Not all types of urban areas are equally affected by these issues. The book aims to do justice to this situation, considering in both cases the context of the national urban systems. As it proved impossible to address all the topics relevant to the spatial development of urban and rural areas, the authors decided to concentrate on a number of important topical themes which are undoubtedly relevant in both countries, albeit in different ways, and which could be significant for a comparison. The focus is thus on issues related to metropolises, small and medium-sized towns and particularly current issues of urbanity, sustainability, Smart Cities, transport and mobility, and the role of cross-border urban development. The structure of the chapters is conceived in these terms. Besides scientific and theoretical approaches, the authors also consider the practical planning perspective and methodological aspects of the topic at hand. They mainly address three relevant factors: the differences between the two institutional systems, the development paths and historical constants, and how new challenges are addressed on both sides of the border.
